French Chambers of Commerce were granted emergency note-issuing authority in 1914 when the mobilization of war drained metallic coin from circulation almost overnight. The Blois chamber's 1 Franc notes belong to that vast and chaotic episode of decentralized monetary improvisation — by 1918, dozens of regional chambers were printing their own fractional paper, each with its own design, printer, and validity terms. Arnaud in Lyon handled a significant share of this provincial work, and their output was generally competent if undistinguished.
The JP#028-11/12 reference covers two closely related varieties, distinguished by minor typographic or serial differences rather than any meaningful design change.
