French chambers of commerce were authorized to issue emergency small-denomination notes in 1914 after the outbreak of war triggered an immediate hoarding crisis that stripped coins from circulation almost overnight. The Blois chamber was among dozens of regional bodies that stepped into the void, producing locally valid fractional currency to keep commerce moving. Arnaud's Lyon-Paris operation printed a significant portion of these provincial issues, and the watermarked paper they used was a deliberate anti-counterfeiting measure at a time when small notes were being forged across the Loire region.
