One of hundreds of emergency fractional notes issued by French chambers of commerce during World War One, when the withdrawal of small coins — hoarded by the public and consumed by the metal demands of the war effort — created a severe shortage of everyday change. The Blois chamber's solution was a small paper series printed by Cassan Aîné in Toulouse, a commercial press with no particular numismatic pedigree, which accounts for the relatively modest production quality compared to notes from chambers that contracted with Parisian specialists.
JP#28-7/8 distinguishes two signature variants for this denomination — Petit as treasurer, Poulain as president.
