Emergency fractional paper money issued by French chambres de commerce proliferated rapidly in 1915 as the wartime coin shortage stripped small denominations from everyday commerce. The Blois chamber was among dozens of regional bodies that stepped into the gap left by the Banque de France, which was not equipped to produce low-value token notes in sufficient quantity or speed. L. Cassan Aîné in Toulouse handled printing for several of these provincial emissions — the geographic distance between Blois and Toulouse says nothing unusual about the arrangement; Cassan had the capacity and the paper stock when local printers did not.
JP#28.3 à 4 distinguishes between at least two varieties within this emission, most likely differentiated by serial numbering or minor typographic variation.
