The Chambres de Commerce emergency notes issued across France during and after the First World War filled a vacuum left by the hoarding of metal coinage — a crisis that persisted well into the 1920s in many departments. Besançon's chamber was among dozens that contracted regional printers rather than the Imprimerie de la Banque de France, which was overwhelmed with central government work. B. Arnaud was a Lyon house that handled a number of these provincial commissions.
JP#25-20 is one of the later issues in the Besançon series, by which point the acute shortage had eased considerably — making actual circulation for this 1923 date lighter than for the wartime predecessors.
