French chambers of commerce issued emergency fractional notes en masse from 1914 onward as small coinage disappeared almost entirely from circulation — hoarded by the public and consumed by wartime metal demands. Bayonne's chamber was among dozens authorized under the decree of 30 July 1914, and the 1 Franc denomination addressed the most acute shortage in everyday retail transactions.
