French chambers of commerce took over small-denomination currency issuance during and after the First World War because the state simply could not supply enough coinage — metal was either hoarded or consumed by the war effort. The Évreux chamber's notes persisted well into the 1920s as the coin shortage dragged on longer than anyone anticipated. Berger-Levrault, better known as a major Alsatian publishing and printing house with a long government contract history, produced a clean but unassuming issue for a provincial body that had no particular reason to spend heavily on its emergency scrip.
