When the wartime contraction of metallic coinage left French commerce paralyzed in 1915, chambers of commerce across France were authorized to issue their own emergency fractional notes — a decentralized stop-gap that produced dozens of distinct local series. The Évreux chamber's issue was printed by Berger-Levrault in Nancy, a firm better known for military cartography and government printing contracts than banknote production, which gives this series a slightly austere, administrative character compared to the more decorative issues from specialist printers.
Watermark security on a note this small was unusual enough to reflect genuine concern about counterfeiting even at the one-franc level.
