French chambers of commerce were authorized to issue emergency small-denomination notes during and after the First World War to compensate for the near-total disappearance of coinage from circulation — hoarding and metal demands had stripped the country of its small change. The Chambre de Commerce d'Eure-et-Loir issued across several series well into the early 1920s, longer than many departments, reflecting how slowly the coinage shortage resolved itself in provincial France.
Trochard was the local Chartres printer throughout the series, keeping production entirely within the department. JP#45-13 falls within the later issues, by which point the designs had been refined and paper quality stabilized.
