The upper portion bears the series letter 'A' at left, the issuing authority 'VILLE D'ARRAS' at centre, and a hand-stamped circular municipal seal at the left margin. The denomination 'UN FRANC' appears in large bold type at centre, dated 'LE 29 AOUT 1914', with two manuscript signature lines below for the delegate of the Chambre de Commerce and the delegate of the Conseil Municipal respectively. A redemption clause is printed in small type along the lower border. |

The Chambre de Commerce d'Arras issued these fractional notes in 1914 as emergency currency after the outbreak of war disrupted the normal supply of small coinage almost overnight. Arras sat directly in the path of the German advance and would be under artillery bombardment by October of that year, which means many notes from this first issue simply did not survive the war in any condition.
JP#13-01 places this among the earliest French chamber of commerce emissions of the conflict — a category that eventually numbered in the hundreds as local authorities across France scrambled to fill the void left by hoarded metal.
