Annonay's Chamber of Commerce was among the hundreds of French provincial bodies forced into emergency note issuance after the wartime coin shortage of 1914–1915 stripped small-denomination currency from everyday transactions. The Ardèche had particular need — Annonay was a significant industrial town, home to paper mills and tanneries whose payroll demands couldn't wait on a distracted Banque de France. B. Arnaud of Villeurbanne handled production for numerous regional chambers simultaneously, which accounts for the family resemblance across many Rhône-Alpes issues of the period.
