Annecy's Chamber of Commerce turned to emergency fractional currency in 1917 because the war had driven small coinage almost entirely out of circulation — hoarding and metal requisitions for the war effort left everyday transactions nearly impossible. Hundreds of French chambers of commerce issued similar notes during this period, but each was legally valid only within its own département, which meant this note could not travel far from Haute-Savoie.
