French chambers of commerce were authorized to issue emergency small-denomination notes in 1914 precisely because the mobilization for war caused an immediate and severe shortage of coin — metal was being pulled into munitions production and hoarding was rampant. Annecy's chamber was among the earliest provincial issuers to act, getting paper into circulation within the first year of the conflict. The printer, B. Arnaud of Villeurbanne, was a regional workhorse operation that handled a significant portion of Rhône-Alpes chamber issues during this period.
