French Chambers of Commerce were authorized by the state in 1914–1915 to issue emergency small-denomination notes (monnaie de nécessité) as coins vanished from circulation almost immediately after mobilization — hoarded by a population that had stopped trusting the moment war was declared. Angoulême's chamber was among the first wave to act on that authorization.
Printed locally by Keller frères rather than a specialist securities printer, the production values are modest, though the watermark security feature is notable for a provincial emergency issue of this scale.
