During the First World War, the French government's requisition of coin metal for the war effort created an acute small-change shortage across the country. Local chambers of commerce were authorized to fill the gap by issuing their own emergency fractional notes — a practical concession to economic necessity rather than any banking prerogative. The Ajaccio and Bastia chambers operated jointly, an unusual pairing reflecting Corsica's dual administrative centers rather than any merged commercial body.
Moullot fils aîné in Marseille handled printing for numerous such emergency issues across southern France during this period, making attribution by printer alone unreliable for dating purposes within the 1915–1920 window.
