When French colonial Algeria found itself starved of small change after 1914 — wartime metal requisitions and hoarding having stripped the market of coins — chambers of commerce across the country were authorized to issue emergency paper fractions. Oran's chamber was among the first to act, contracting Moullot & fils aîné in Marseille, a printer with long experience supplying North African commercial printing needs.
The JP#141-02 reference places this within a documented series; earlier and later Oran emissions exist, making sequence and date critical for attribution. The Moullot watermark is the primary authentication point — forgeries of French colonial emergency fractionals do exist.
