The Houillères du Bassin du Nord et du Pas-de-Calais was created by the nationalisation of northern France's coalfields in 1946, absorbing dozens of formerly private mining companies that had operated — and in several cases collaborated — under German occupation. These canteen tokens functioned as internal scrip, redeemable only at company-run stores and cantines serving the mining communities of the Nord and Pas-de-Calais departments. The system kept workers' purchasing power tethered to the company infrastructure rather than the open market.
