The Chambres de Commerce across French Algeria issued their own fractional notes during the early 1920s because the metropolitan banking system consistently failed to supply adequate small-denomination coinage to the colonies. Oran's chamber was among the most prolific issuers, producing several distinct types across the war and postwar years to fill a gap that Paris showed little urgency in closing.
The 1922 date places this note in the tail end of that emergency emission period, shortly before tighter metropolitan oversight curtailed local commercial chamber issue rights in French North Africa.
