Philippeville's Chamber of Commerce — like dozens of similar bodies across French Algeria — began issuing emergency fractional notes during the First World War to combat the chronic shortage of small-denomination coinage, and the practice simply continued into the early 1920s long after the emergency had passed. The Carbonel firm in Algiers was the dominant local printer for this class of note, handling Chamber issues from Bône, Constantine, and several other Algerian cities in the same period, which means design similarities across issuers are no accident.
These chambre de commerce bons were technically redeemable on demand but functionally circulated as local small change for years.
