Reverse description Printed entirely in blue, the reverse presents a restrained typographic layout framed by ornamental column borders and a guilloche band at the base. The circular seal of the Chambre de Commerce de Philippeville (Algérie) appears at left, incorporating an anchor motif, while the municipal coat of arms is placed at right. Philippeville's Chamber of Commerce — like dozens of similar bodies across French Algeria — began issuing emergency fractional notes during the First World War to combat the chronic shortage of small-denomination coinage, and the practice simply continued into the early 1920s long after the emergency had passed. The Carbonel firm in Algiers was the dominant local printer for this class of note, handling Chamber issues from Bône, Constantine, and several other Algerian cities in the same period, which means design similarities across issuers are no accident.

These chambre de commerce bons were technically redeemable on demand but functionally circulated as local small change for years.
