Produced locally in Tunis during the final years of the First World War, this fractional note was a direct response to the acute small-coin shortage afflicting much of the French empire — metal coinage was being hoarded or melted, and the protectorate's finances needed a stopgap. The Direction Générale des Finances, rather than the Banque de l'Algérie which handled larger denominations, stepped in to cover the gap at the lowest values.
Weber designed and engraved the plate himself — unusual for a provincial press run — and Yvorra, Barlier et Clavé were a commercial Tunis printing house, not a specialist security printer. That origin shows in known examples, which tend to exhibit uneven ink distribution across the surface.
