Obverse description Printed in red, this colonial cash voucher bears a sailing ship vignette at lower left and the Guadeloupe coat of arms at top center, surrounded by an ornate typographic border incorporating palm trees, barrels, and armorial motifs. The text block occupies the central field, setting out the authorizing decrees, denomination, and redemption terms in period letterpress. The designer's imprint 'SAUNIER FECIT' appears at the foot of the note.

The Trésor Colonial notes issued for Guadeloupe in the 1860s were a stopgap response to a chronic small-denomination coin shortage that had plagued the French Antilles for decades. Metallic currency drained constantly toward France or into trade circuits, leaving local commerce without functional small change. Colonial treasury notes stepped in where the metropole's monetary supply failed.

Saunier's design credit appears on very few surviving colonial French issues from this period, and P#A13 is among the earliest catalogued examples bearing that attribution.
