This note belongs to a sprawling wartime emergency issue organized by a syndicate of 176 communes spread across three occupied or near-front départements — Nord, Aisne, and Oise. By 1916, the German occupation had severed normal banking functions across much of northern France, and small-denomination coin had effectively disappeared from circulation. Communal syndicates like this one filled the gap through collective authority, pooling the credit of dozens of municipalities to back paper that no single commune could credibly issue alone.
The JP1418 series is extensive, with individual catalog references distinguishing notes by commune grouping. Collector interest tends to cluster around the smaller member communes, where surviving quantities are genuinely low.
