Sorgues issued this piece during the wave of French municipal "euros" that proliferated in 1997–98, ahead of the single currency's 1999 launch. These local authority tokens had no legal tender status — they functioned as promotional instruments, typically exchangeable at participating merchants for a fixed period before being withdrawn and destroyed, which is why surviving examples in unimpaired condition are modestly scarce despite high initial print runs.
