Not an official Eurozone issue. The European Central Bank has never produced a "Nikola Tesla" commemorative banknote, and no euro paper note of any denomination has been authorized outside the standard ECB series. What this almost certainly is: a novelty or fantasy note produced for the souvenir or gift market, which has flooded in the years following the euro's physical introduction. These items are printed in quantity by private firms across Europe and Asia, typically on low-grade paper with a single watermark added to suggest legitimacy.
