A product of the "euro de ville" phenomenon that swept French municipalities in the mid-1990s, issued ahead of the single currency's 1999 launch as a local promotional token with genuine — if limited — exchange utility within participating businesses. Hyères, the oldest resort town on the Côte d'Azur, was one of dozens of communes that used the format as both a tourism draw and a dry run for public familiarity with euro-denominated pricing.
