Abbeville's 1998 euro is one of thousands of local currency tokens struck across France in anticipation of the single currency, issued by municipalities, chambers of commerce, and regional bodies who saw an opportunity to promote tourism and civic identity during the transition period. The Banque de France tolerated these issues provided they did not replicate official coinage too closely. Most saw negligible circulation and ended up in souvenir packets.
