Afin de remédier à cette pénurie paralysant les transactions, la Chambre de Commerce de Nice et des Alpes-Maritimes va émettre à partir de 1917 et à l'instar de nombreuses autres Chambres consulaires françaises, 18 millions de bons et 2 millions de jetons qui irrigueront le commerce local jusqu'en 1926.
