Cabinda is an Angolan exclave separated from the rest of the country by a strip of the Democratic Republic of Congo, and its secessionist movement — the FLEC — has been active since before Angolan independence in 1975. The "Banco de Cabinda" has no recognition as a legitimate central bank; this piece is a fantasy or proto-state issue, produced for a territory that has never achieved independence. These circulated nowhere.
