Cabinda is an Angolan exclave — physically separated from Angola proper by a strip of the Democratic Republic of Congo — and has maintained a low-level separatist insurgency through the FLEC since the 1960s. The "Banco de Cabinda" has no recognized legal authority; these pieces are fantasy issues produced for the collector market, not circulating currency of any legitimate issuing body.
