Tortuga Island has no functioning monetary authority — this piece was issued as a fantasy or novelty token exploiting the island's pirate mythology rather than any governmental or colonial monetary need. Haiti, which administers Tortuga as part of Nord-Ouest Department, has never sanctioned a separate coinage for the island.
