Strasbourg's municipal ECU issues were part of a broader wave of local authority coinages produced across France and the Benelux in the late 1980s and early 1990s, exploiting a legal grey area that permitted non-monetary commemorative tokens denominated in ECU — the European Currency Unit — provided they did not compete directly with legal tender. The ECU itself was a basket currency, never physically minted by any central bank, which made it a convenient vehicle for exactly this kind of civic promotional issue.
Strasbourg's choice to participate was hardly accidental: the city hosts the European Parliament and the Council of Europe, giving the ECU denomination a local political logic that most issuing municipalities lacked.
