The "12 pays" designation refers to the twelve member states of the European Community at the moment the Maastricht Treaty entered into force on November 1, 1993 — the same year this piece was struck. France issued this coin amid intense domestic political debate: the treaty had passed the French referendum the previous year by a margin of barely 51 percent. Norway would vote no the following year, keeping the membership count frozen at twelve longer than federalists had hoped.
