Maximilian II Emanuel was governing Bavaria in absentia during these years — exiled by the Habsburg emperor following his disastrous choice to side with France in the War of the Spanish Succession. The battle of Blenheim in 1704 ended Bavarian independence for a decade, and the country fell under direct Austrian administration. Coins struck in his name during this period represent an occupied territory's coinage, issued under Habsburg supervision yet bearing the name of a ruler living in the Spanish Netherlands.
The "Austrian Administration" attribution is doing considerable political work here. These ducats were struck to maintain monetary continuity in Bavaria, not to honor the exiled elector.
