Narva in 1671 was a Swedish-controlled Baltic trading city, and this trial strike almost certainly relates to the city's periodic attempts to secure minting rights under Carl XI's administration. Swedish crown policy was consolidating mint authority aggressively during this period, and municipal coinages were increasingly difficult to authorize. A silver trial in ducat diameter suggests the city was pitching a specific denomination for approval — the use of silver rather than gold may indicate a cost-reduced proof of concept submitted to Stockholm.
