Regensburg's status as a Free Imperial City gave it the right to strike its own coinage, a privilege it exercised aggressively well into the eighteenth century despite a population and economic footprint that barely justified a municipal mint. By 1712, the city had been hosting the Immerwährender Reichstag — the perpetual diet of the Holy Roman Empire — for over fifty years, a function that brought diplomatic traffic and hard currency through the city but did little to stabilize its finances.
The .986 fineness matches the longstanding ducat standard enforced across the Empire, which made these pieces acceptable in international trade well beyond the city's modest political reach.
