The National Bank of Vietnam issued this note specifically for use in the prisoner-of-war camps administering the massive population transfers that followed the 1954 Geneva Accords. Under the accords' provisions, roughly 800,000 civilians and military personnel moved south, with a smaller flow heading north — a logistical operation requiring a parallel currency system that would not bleed into the general economy.
The question mark against the SBNC attribution reflects genuine uncertainty; the Philadelphia firm printed other early South Vietnamese issues, making the attribution plausible but not fully documented.
