This is one of a run of state-themed commemorative dollars issued under the Royal Australian Mint's broader "dollar coin" circulation program — except this version exists as a novelty banknote rather than a struck coin. Franck Medina, a French designer based in Australia, produced several of these state series notes, which occupy an awkward category: they are not legal tender in any conventional sense, not issued by the Reserve Bank of Australia, and carry no Pick number.
Collector utility is limited. These circulate primarily as tourist items and regional gift-shop stock.
