This is a fantasy piece or medallic issue — Victoria died in January 1901, and Canada never struck circulating dollar coinage during her reign. The standard Canadian silver dollar series began in 1935 under George V. Any piece combining her effigy with a dollar denomination and a year-2000 date is almost certainly a privately produced commemorative with no official status from the Royal Canadian Mint.
