Palau's 1995 commemorative program preceded the nation's formal entry into the commemorative silver dollar market that would define its numismatic output through the 2000s. This copper-nickel issue was struck the same year Palau celebrated just three years of full UN membership, having been admitted in December 1994 following the end of its Compact of Free Association with the United States.
