Sierra Leone's millennial coinage program in 2000 was a commercially driven series produced for the international collector market rather than domestic circulation — the country was in the midst of a devastating civil war that had effectively collapsed normal economic activity. These pieces were struck by foreign mints on contract and distributed through dealers, never meaningfully entering Sierra Leonean hands.
