Obverse description The central device displays the Coat of Arms of the Republic of Palau, depicting a shield bearing a figure of Neptune seated and holding a trident, accompanied by a mermaid, with a treasure chest in the waves below and a celestial star above; the shield is flanked by decorative floral and rope bordure elements. A traditional Palauan canoe appears above the shield. The legend REPUBLIC OF PALAU arcs along the upper periphery, with eight stars distributed on either side of the field. Troy Bayliss retired from World Superbike racing in 2008 having won three world championships, the last of them in 2006 after coming out of retirement to replace an injured Ducati factory rider — then winning the title at the first attempt. Palau's commemorative program has long issued licensed celebrity and motorsport pieces through third-party distributors, with little pretense of connection to the island nation itself.
