Liberia has licensed its sovereign coining authority to foreign distributors since at least the 1990s, producing bullion and novelty issues with no meaningful domestic circulation. This piece is almost certainly a product of that arrangement — struck by a European mint on contract, sold directly into the collector market, and never intended to reach Monrovia.
