Saint Philip is one of seven coins in Palau's "Apostles" series, which ran through the late 2000s and applied silver-plated copper-nickel to subjects more commonly commemorated in gold or sterling. Philip's relative obscurity among the Twelve — his appearances in the Gospels are sparse, limited largely to John — made him an unusual choice to anchor an individual release rather than appear in a grouped format.

Palau has issued collector-oriented legal tender through external minting arrangements since the 1990s, with KM-catalogued pieces rarely intended for circulation on the islands themselves.
