Palau began issuing small-format gold proofs in the early 2000s under licensing arrangements that routed design and distribution through foreign minting and marketing firms — the coins are legal tender of Palau but were never intended for domestic circulation in any practical sense. The target market was European collector packets, where fractional gold novelty issues moved reliably through mail-order catalogs.
KM#91 is among the more obscure entries in this series. Mintage figures were never formally published by the issuing authority.
