Pope Leo III visited the Northern Mariana Islands in February 1981 as part of a broader Pacific tour — one of the earliest papal visits to the region. The CNMI, a U.S. commonwealth since 1978, has relied heavily on commemorative coin programs as a revenue mechanism, issuing through arrangements that allow precious metal pieces well outside U.S. Mint jurisdiction.
At 13.92 mm, this is an unusually small silver strike, consistent with the fractional "mini coin" format popular among Pacific island issuers in the early 2000s.
