Palau has issued commemorative dollars under licensing arrangements since the 1990s, producing an enormous volume of themed silver-plated pieces for the collector market rather than circulation. This John Paul II issue appeared the same year as his beatification was formally announced by Benedict XVI — the October 2011 ceremony was already in preparation, making 2010 a commercially logical moment for such a release.
