Palau's dollar coinage program, launched in 1994, exploited a gap in international numismatic law: as a sovereign nation in Compact of Free Association with the United States, Palau could issue legal tender coins without operating a traditional monetary system — the US dollar circulates domestically, so these pieces were never intended for commerce. The Marine Life Protection series, of which this parrotfish issue is a part, was produced specifically for the collector export market.
The parrotfish is ecologically central to Palauan reef systems, where it grazes on coral and produces the fine white sand for which the archipelago is known.
