Palau did not become an independent nation until October 1994, which makes this 1993 issue a curiosity of timing — struck before the issuing authority technically existed as a sovereign state. Essai pieces of this type were produced by foreign minting houses, almost certainly in anticipation of the political transition, as proof-of-concept strikes rather than authorized circulation coinage.
Palladium essais from small Pacific island programs of this period are genuinely rare survivors. Most were produced in single-digit or very low double-digit quantities.
