The Organisation of African Unity held its 16th Assembly of Heads of State and Government in Monrovia in July 1979, making Liberia the host nation for one of the bloc's most politically charged annual summits. That session saw intense debate over Idi Amin's increasingly erratic conduct and the worsening situation in Uganda following the Tanzania-backed invasion earlier that year.

KM#32a is the copper-nickel circulation strike, issued alongside a silver proof version (KM#32) for collectors. The distinction matters for attribution — the two are easily conflated in older references.
